政企数字化转型的差异性对比及发展趋势分析

摘要： 作为支撑数字中国战略落地的关键载体和探索先锋，地方政府和市场主体已形成通过数字化转型破局发展困境、谋篇长远发展的广泛共识。然而，因两类主体数字化转型在目标设置、成效评估标准、部门协同模式和建设运营模式上的差异，在具体推进过程中呈现出“一同两异”发展趋势，即在基础设施建设方面共同遵循自主安全的发展要求、在新一轮建设次序及业务架构演进方面呈现出不同特征。分析了两类主体数字化转型过程存在的问题，有针对性地提出在政府侧以“试点先行+市场运作”、在企业侧以“统筹引领+生态共赢”为核心的破局建议。

Comparison of digital transformation of governments and enterprises and an analysis of development trends

Abstract： As pioneers and vital executors of the implementation of “Digitalized China” corporate strategy, governments and major enterprises have reached a general consensus to make a significant breakthrough with help of digital transformation and plan for long-term development. However, due to the differences in ultimate goal setting, standard for effectiveness evaluation, synergetic and operating models of the two main digital transformations, “one similarity, two differences” tend exists in the actual conducting operations. “One similarly” means same requirement for autonomy and security in constructing infrastructure. “Two differences” means different features in orders of new constructions and in development of business frameworks. This article analyzes issues in the process of the two main types of digital transformation, and proposes ice-breaking recommendations of “pilot projects first+market operations” on the government side, and “overall guidance+ ecological win-win” on the enterprise side.

0 引言
數(shù)字化以洶涌之勢重構(gòu)全球經(jīng)濟(jì)社會發(fā)展模式，數(shù)字技術(shù)和數(shù)據(jù)要素成為時代發(fā)展的強(qiáng)勁動力。近年來，各級政府圍繞提升治理能力和高質(zhì)量發(fā)展開展了數(shù)字化轉(zhuǎn)型的積極實(shí)踐，從政策、技術(shù)、數(shù)據(jù)、人才等層面提供發(fā)展指引與支撐，已在全社會形成廣泛共識與扎實(shí)基礎(chǔ)。本文擬從差異性對比的視角，深入分析兩類關(guān)鍵主體數(shù)字化轉(zhuǎn)型需求、發(fā)展路徑及存在問題，為全面數(shù)字化轉(zhuǎn)型的探索和實(shí)踐提供參考。
